Stitch rows 1 - 4  together.  Stitch the blocks across, then the rows.
 
Stitch all the blocks in row 5 but do not attach to the quilt.

Stitch rows together with bowtie between row 4 and 5
Note:  stitch the bowtie tab right up to the seam.

*You may now add border if you want.

Press your quilt top.

11 Measure your top and cut batting and backing fabric 3" wider on all sides or what you are comfortable with.
Place backing right side down, batting and top right side up.  Pin all layers.
You will only hoop the quilt now with no stabilizer. 
Stitch small snowflakes around center head.

12 Hoop between the center hat and the side hat (4x4 hoop will work) without part on red, part on white.  Stitch Pompom.

13 Hoop Snowball blocks and stitch snowflake quilt pattern

14 Add quilting on sashing if you would like, add binding and stitch.  Add a tube to the top of the quilt for hanging.  You are done! 1
